Youth League Basketball

The purpose of the organization is to provide a structured activity for the children in this area.  Sportsmanship is a must from the coaching staff, parents, as well as, the players.  The contest should go smoothly, and without incident.  To help with these matters, these amended rules will be used as followed.

 

  1. Signups should take place the 2nd and 3rd weeks of October, the last week of October should be a "dead week" to allow for any late signups, and the draft should take place the 1st week of November. (Effective for all participants '01 - '02 Season)

  2. Games should begin on the 1st Saturday in December.

  3. Team Selection:

        Teams will be selected by open draft to include all players.

    1. The draft will consist of each age bracket drafted separately.( Oldest first)

    2. The coaches' child will be protected until the 3rd round.

    3. NO PROTECTED PICKS (revisit '01 - '02 year)

    4. The draft will follow the up and back method.

    5. in cases of siblings: Siblings in the same grade will be chosen as consecutive round younger will be chosen at that same round in their age classification.

    6. Commissioner will set ranking system for their town.

  4. Player trading is not allowed.

  5. Teams should consist of a minimum of 7 players, and no more than 10.

  6. The game will consist of four -6 minute periods with a four-minute half time.

  7. Two time-outs per half of game, for a total of 4 time-outs.  Time-outs are not carried over.  (THERE ARE NO 20 SECOND TIME-OUTS)

  8. Substitutions may be made any time the time the clock is stopped.  The clock should stop with every whistle.  If there is a running clock, there must be a dead ball in order to sub.

  9. Sliding scale will be used to determine playing time. (due to larger teams playing smaller teams, and their having to sub more players.)

Teams with 8 or less players must play all players minimum of 9 minutes per game.

Teams with more than 8 players must play all players a minimum of 6 minutes.

Tournament play constitutes a minimum of 6 minutes playing time per player.

(NON-COMPLIANCE WITH THIS RULE COULD RESULT IN FORFEITURE BY THE GUILTY TEAM)

  1. Players and coaches must have approved basketball shoes. (NO STREET SHOES)  We must take care of our gyms or we will not be able to use them.  No fans will be allowed on the gym floor at anytime.

  2. Official women's league basketball will be used for all age groups (28.5 lbs)

  3. Hometown will provide the game ball

  4. Hometown will provide the referees.

  5. Fouls committed during shooting situation: 1+1-bonus will be effective ON the 7th team foul.  2 shots allowed after the 10th team foul.

  6. Traveling and double dribble will be called at the discretion of the referees to make the game move more quickly.

  7. Tie balls will result in alternate possession.

  8. Teams can play person-to-person defense and, or zone defense.

  9. The clock will run continuously after the 3rd quarter if the lead is 20 points, or more.  Clock will stop on free throws and time outs.  Clock will continue to run even if the lead drops less than 20.

  10. Back-court pressures is allowed in the final 4 minutes of the game, provided there is not a Running clock, and in all of overtime.

  11. Teams will have 10 seconds to cross mid-court.

  12. Any shot outside the 3-point circle will count 3 points.  If fouled at the 3 point circle during a shot, constitutes 3 free throws.

  13. No tobacco products of any kind are allowed in gyms during practice or games by anyone.

  14. Unsportsmanlike conduct by any player will result in a technical foul, or ejection from the Game.  If a player is ejected, official scorekeeper shall record player, team information.  To ensure player served 1 game suspension, hosting town commissioner, should notify League Commissioner. (Unsportsmanlike conduct will include but not be limited to: Foul language, biting, fighting ---at the discretion of referees)  Multiple incidents by the same player my result in ejection from the league, by vote of commissioners.

  15. Unsportsmanlike conduct by any coach or assistant may result in a technical foul, ejection from the game, game forfeiture, or termination of that coach from the league.  A new coach will then be selected.  Incidents, or misconduct by coaches will be reviewed before a committee of commissioners from participation towns.  This committee will decide appropriate action.  Immediate action by commissioners of each town will be subject to review by the committee.

 Verbal abuse by coaches to players, parents, fans, opponents, and officials will not be tolerated.  Coaches will be issued game suspensions under the following guidelines.

1st offence - 1 game suspension issued.

2nd offence - 3 game suspension issued.

3rd offence - Expulsion from the league.

  1. Unsportsmanlike conduct by any parent will result in either a technical foul, ejections from the playing area, or both.

  2. All game ejections will be reviewed by the League Commissioner: as well as, town Representatives (Commissioners) if further action is required.

  3. The respective towns will provide uniforms.  A number is required on the font and back of jerseys. (2" &4") Numbers are to be basketball numbers only.

  4. Insurance is to be determined by the respective towns.

  5. UIL rules apply except for these amended rules.

  6. OVERTIME/REGULAR SEASON PLAY: Maximum of 3 OT periods, games may not end in tie, therefore if game still tied after 2 OT periods, 3rd OT period will be sudden death.  First 2 OT periods will be played for the duration of 3 minutes.  There will be a jump ball at the beginning of each OT period.  Backcourt pressure will be allowed in full OT period/periods.

OVERTIME/TOURNAMENT PLAY:  Overtime periods of 3 minutes until there is a winner.  Jump ball at center court at the beginning of any OT period.  Backcourt pressure is allowed full OT period.

  1. The "YEAR-END TOURNAMENT" should be at a different town each year if possible.  Tournament selection will require all town representatives to be present.  Tournament placement will be based on regular season record.   Times will be selected by random drawing.

  2. Players must not be 13 years old before August 31st of current year.

  3. Each town must have a minimum of 2 teams before entering either the boys or girls.  Participations must be offered to all 5th & 6th grade boys and girls of each town.

  4. Players must play for the town in which they attend school.  No trading of players between towns.

    IF BOTH TEAMS CONSENT & GYMS ARE AHEAD OF SCHEDULE, GAMES MAY START MAXIMUM OF 5 MINUTES EARLY.  COACHES SHOULD NOT BE FORCED TO START EARLY.
